I'm French, I live in Paris and I'm ranking every Paris neighborhood (arrondissement) and telling you which ones are the best and worst in my local opinion! I've lived and worked in 10 different arrondissements over the past 15 years so this comes from personal experience and it's my honest opinion of what I recommend friends who are visiting Paris.
